I don't know if that info is specific to that framework or if it's how the DS works, but major modifications would be necessary to SGDK2 to work on the DS.  SGDK2 doesn't bother with pallets and limiting sprites at all.  And it allows for a much greater amount of translation than the DS does in a different way than the DS does it.
