I've just started using game dev, i'm not very good, but it is alot  easier than what i've tried doing before.  I needed to make a game to pass the eighth grade, so this really helped.  My game is pretty bad, but it is playable.

Well, welcome to the forum. All I can say is to make sure you read through the tutorial, it really explains most of what you'll need to know (outside of scripting ;) ) to build a game.

You needed to make a game to pass the eighth grade?  That sounds like a very odd school to me.  What other programs have you tried using to create games before the Scrolling Game Development Kit?  And yes, as billybob says, the two tutorials included with the program are the best ways to learn, along with looking at other projects.  One I definetely reccomend looking at is the Game Academy Demo (http://sourceforge.net/project/showfiles.php?group_id=70424&package_id=112715) project.

At our school, for the eighth grade, we need to do something called the Exhibition project, You study a topic, write a report, and make a project based on your topic.  My topic was video game design.  The rules in our district are crazy, and I found out that in my sophmore and senior year, I have to do similar reports.

well, i can sympathise with you there, in CT they just released a standardized test (for CT only) that you have to pass to graduate. Its called CAPT testing, and its a PAIN IN THE A... anyway, i guess thats a bit off-topic, so I'll let you get back on task here..

Well, this is the "Off-Topic" forum after all, so don't feel too bad about getting off topic :).

My tip in using the Scrolling Game Development Kit is to start small/simple, and make a game based on the features you find and like in the kit rather than thinking up a game ahead of time and then trying to figure out how to implement it.  So for starters, just play around with the kit and try out the features described in the help file while creating a game rather than layout out the whole project ahead of time and finding out later that it's hard to do certain things.  Once you become thoroughly familiar with the kit, then you will more naturally be able to think in terms of what is practical to do in the kit.  Then it will be easier to think up a game ahead of time and implement it later.  I don't know how well that will work for a "formal" paper written on the topic of game design, since formal game designs are still probably supposed to be thought up before implementing the game, but I think that process works well for GameDev beginners to learn how to effectively use the kit.
