Is it possible to have 2 players playing @ at the same time in a side-srolling game? (like Tails in SONIC THE HEDGEHOG):?:   (http://www.knuckleschaotix.org/hack/SNAP043.gif)

There certainly is.  There's a demo already up:

GameDev 2 Player Sample (http://gamedevprj.sourceforge.net/files/GD2Player.zip)

As you can imagine, it uses scripting for the second player.
It's also even possible to have two players over a network using this sample:
