i found one trying to search for pivot, http://www.stickman-animation.com/index2.html

Pivot does look good, but i think it only saves Gifs, this one saves in swf and avi

try something called PROJECT DOGWAFFLE!
It's free, has a million effects, its easy to learn and it uses frame by frame.
motion blur- mystic vision-etc. and it can use up to 9999999 frames (not for a slow computer)
If you want to make your animation to an .avi, use the export filter to export the images
into a program called MONKEYJAM.
The file formats are .bmp .tga and .dwa
