RPG maker 2000

is rpg maker 2000 legal to use free? i don't really even care to use it anymore, but i'm still woundering who was right (my friend or me)

i wanted to download it but it said 60 minute trial so i didnt bother but i dont know if it was RPG maker 2000 or a different RPG maker

that was rpg maker xp (which is NOT very good for 60 bucks...)
