I was recently introduced to modplug (by durnurd) at http://sourceforge.net/projects/modplug.  MP3 is not its native format, but it can export songs to MP3 format, and you can find LOTS of songs that it can play/export for free at http://modarchive.org/.  Modarchive.com is where I'm currently in the process of getting much of the music for the SGDK2 music library (with permission for distribution from the authors of course).  Surely you can export the songs from that site to MP3 format for private use without further permission.
