Well, a powerful graphics card will run you upwards of $300 alone.  I don't imagine you'll need one that good.  I'd suggest newegg.com for looking around.  Under "Desktop PCs, Gaming, $500-$700" I get three results:

http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&N=2002280010+1308920938+4021&name=%24500+-+%24750

They all come with Windows Vista pre-installed.  What a shame.  If I were to choose, I'd go with either of the nVidia ones, but they are more expensive.  Of course, if I were to choose, I'd choose to build my own.  If that's an option, you can also get all the parts from newegg.com.  They have good prices.

Disclaimer: I don't know much about hardware, so take these comments with a grain of salt.
I have had good experiences and have a good opinion of Dell.  I have have bad experiences getting computers through EBay, and Dell's prices are comparable to what I can find on EBay anyway, and much easier to deal with.
Also, I haven't tried computers from Micro Center, but if you'd prefer to get a computer from a store rather than mail order, you might want to see if you have a Micro Center in your area: http://microcenter.com/
They have pretty good prices on a wide range of technology including desktops and laptops.

I agree, i have had a dell desktop computer and im on a dell laptop right now. Both work fine and were cheap for the quality they have. (im not sure if that last sentence made sense lol) Anyway, i recommend dell...
