You have very short posts.  SGDK was made using Visual Basic 6.0 for the GUI and Engine.  It implements the actual drawing of tiles etc. using a DirectX dll called BMDXCtls.dll (Ben Marty DirectX Controls) which was written in C++ using Microsoft Visual C++.  Scripting is implemented through VBScript using a COM Interface (I know much less about this, so this is where my explanation ends).

... If you want you can see exactly how it is all put together because the source code is all available for download from Sourceforge.
