is there a free anitamation program where u can get images from like paint or something and put them togrther to make a movie? ( with a frame delay setting cuz windows movie maker is like that but the minimum time between 2 frames is 1 second so u cant do action.)

For that kind of thing, I don't use a program called "AVI-Creator".  You might think it's odd that I say "I don't use", but it's because I have it installed looking like I may have used or planned to use it once, but I don't know that I ever have :).  So I can't vouch for it's usability, but I can say that such programs do exist for free.  Search for "AVI Creator" and if you can get the images into AVI format, then maybe you can convert the AVI to a more compressed format with movie maker or some other program.

Best free graphics manipulation software outhere = GIMP (Gimp.org)
It's...amazing, for being free. I suppose it can be quite complicated to learn though. Anyways, it does have functionality for animated GIFs if that's what you're going for.
